Scope and value

The estimated contract value excluding VAT is PLN 6,535,723.60. The contract is to run for 19 months. In the notice the contracting authority did not say which technology is to be used for laying the pipes, nor did it give the length of the mains covered by the contract.

A bidder has to show that in the five years before the deadline for offers it completed at least one job covering the construction or reconstruction of a water main laid without trenching, using ductile iron pipes of at least 150 mm diameter and a total length of no less than 60 m.

A separate reference condition concerns a water main built or rebuilt in open trench, likewise of ductile iron, at least 300 mm in diameter and at least 500 m in total length.

The authority also expects a site manager with unlimited building qualifications in the installation speciality covering water and sewer networks, installations and equipment.

The only award criterion is the lowest price. The contract falls under the Government Procurement Agreement and is run under Directive 2014/25/EU.

Editorial note: in the notice text the trenchless element appears only in the experience requirement, not in the description of the contract's subject matter.
